Arab Emirate of Dubai Police arrest raped woman, she faces "adultery charges"

The Washington Times (www.washtimes.com) reports that the police in the Arab Emirate of Dubai has arrested a woman who was raped:

A businesswoman who accused three men of gang rape has been arrested in the Arab emirate of Dubai and faces trial on charges of adultery.

Touria Tiouli, 39, from Limoges, France, has had her passport confiscated and cannot leave Dubai after being charged under the emirate's Shariah law, according to her statement released by her friends back home.

The Shariah [Islamic] law declares any sexual relationship outside marriage to be illegal.

Mrs. Tiouli was on a business trip last October when, she says, she was raped by three men who offered her a lift home from a nightclub. She reported the attack immediately to the Dubai police, who after investigating her claim arrested her rather than those she accused.

One of the men admitted to having "consensual sex" with Mrs. Tiouli, which made her, in the eyes of Dubai's judiciary, guilty of both adultery and making a false rape accusation. She could face up to 18 months in prison. None of the men has been charged. [...]

In the statement released yesterday, Mrs. Tiouli said that when she reported her rape to the police, "I was crying and I saw quickly that my story did not carry any weight with them." Mrs. Tiouli, who is divorced, was born in Morocco, but moved to France as a child and is a French citizen. [...]

Shariah law is applied with varying severity in many Muslim countries. In Nigeria, adultery is punishable by stoning to death, while in Dubai, a prison sentence is usual.

This reminds me of the woman who was raped in Nigeria and became pregnant: the Nigerian Islamic courts sentenced her to death by stoning (click here for the original story and here for a follow-up).

Where are the cries from the European left on human rights abuses in Arab countries that apply Islamic law? I guess they are too busy hating Jews criticizing Israel to worry about anything else.

What is there to say? Doesn't it seem rather obvious that there is huge favoritism there? This is disgusting. It saddens me to think a people with such a strong religious influence in their lives still do not understand what it is to be a good person. I wish there were something we could do but what?

Hello poeple.

I accidently landed onto this site and got a chance of reading this article. I live in Dubai. The thing is religion is being used by people. Any religion wouldnt allow u to do bad to people. Its just that people is power mis use religion to get a control over other people. Its like in politics they would twist and turn rules and principles of faith for their benefit and theirfore giving Islam a bad name. The acutal religion of Islam is understood by very very few and one who truly understand and believe in it are the most pious in nature. The same is with the laws of Shariah

I'm a British Expat who spent a lot of time in Dubai.

Whilst it is a moderate place, there are no Synagogues, any Jew there would have to hide their race and religion or face expulsion or police harrassment. Christians, Hindus and others may only worship at places designated by their government and despite the fact that expats built the country out of the desert for the locals, many are treated with an almost slave-like mentality, especially the indians, south east asians and pakistanis. The media is censored and highly bias towards Palestinian/pro-Arab causes regardless of the truth.

Prostitution is rife in some areas, with girls from CIS states and China seen in abundance with more daring than I have seen anywhere in Britain.

I'm sure places like Israel have their faults but in Israel there are churches and mosques alongside jewish places of worship as well as a representative democratic system of government.

Maybe 99% of the Arabs in Dubai have never even met a Jew or seen one in real life, yet thanks to the vast pan-arab propoganda machine and Jew they do come accross is likely to meet hostility, regardless of their political leanings.

Which religion and people are more tolerant and accepting?

I'm an Indian Muslim living in Dubai... at first Let me ask u one thing.. whixch country and religion is there in the world which will tolerate others.. The fact is that there are no such contries or religions.. If in 3 different incedents 2 Jews, 2 Arabs and 2 Europian were killed, then the Killing of Jews will be the main news in Israel, where as the killing of arabs and europian will be the headlines of arab world and europian world... And i saw the writings of a British man here.. Pls don;t tell like u people are from the heaven itself.. we indians never forget the way u treated us when u were there in our country...

actully ı was searching commercial info related to dubai and read all these arguments with the will of god.ı am a muslim and very regret this hostility between religions.ı think everyone shoul ask himself/herself whether he/she is really democratic and respectful towards people from other religions.even in developed countries most of the people utter that there wouldn't be chauvanism in social life between people from different religions but they do not act as they say.when they recruit someone they behave women with headscarves as they are inferior.the reason ı am searching about commerce in dubai is to get an opportunity to have a good job without being have to put off my scarf.ı am a freshman at bogaziçi üniversity which is the best üniversity in turkey.nowadays, ı am very upset because of the news in german and france.you will remember the girls who are not accepted to their school with their scarves.please try to be more tolerant and look the life in the place of us just as ı do.thank you all

Dubai, where prostitution is rife, even far worse than most european countries. Seriously, Dubai is really only known for this. Having lived here for 30 years I can say this.

Ever increasing of drugs, murder and theft. Newspapers controlled and censored etc

hmmm i am a christian and no arabs are not busy hating jews.....JEWS are ok with me i dont care who and where they come from , i dont care who they worship...its thier bussines.
we are not busy hating JEWS ,everyone in dubai are trying to live happily..and no locals dont treat european expats like slaves infact .....ask any british expat on what car he drives in dubai.....he will answer u "which car do u mean ? my 3rd or 4th car" europeans are treated with respect here ....they drive the best cars , live in the best places while they can't even afford a taxi in london ....dont be ungreatfull

I am an Arab Muslim living in Kuwait. Never been to Dubai, UAE. The story about the French woman is certainly appauling, if true, but 'we' dont know all the facts, the circumstances of it all. One thing for sure: not arresting the alleged assailants is beyond comprehension!! There is something that is really fishy about this story! I wish that we know the details of it!

As to Religions, inter-racial hatered etc. I can never understand this subject. I lived in Los Angeles, CA. In NY, etc in the States. Lived in Europe. Among the very best freinds I ever had were Jewish people. I really liked those people, and they liked me. I still chesih their freindship. Though, to be honest, and sincere, truthfull: one thing keeps hanging as a cloud over my thoughts when I meet them - the way the whole story of the Arab-Israeli conflict has played itself over the decades. Many many years of Arab humiliation at the hands of Israel has and did leave a scar on the feelings between us people. May be my generation cant erase such events from its memory, but future generations may hopefully do erase them, yet it will be for Israel and its people to act toward the Arabs in general and the Palestinaians in particular with some good atitude of respect and dignity, otherwise its staunch 'long held' policy of 'effective degredation denegration' of the Arabs will ever be counter productive long term, to all peoples in the area.

Visitors who go to Dubai,knows that 90% of morrocan ladies who come to dubai in business or vist they are coming for only and only prostitution.This is a fact and every visitor knows they are the most expensive prostitutes.I think the story of rape is not true .

This story is very sympathetic. Question is how Shariah Law is carried out in Islamic Countries. They are protecting their own people, if they are influential, but ordinary people really suffers with such a judicial system. When you take example of this Moroccan lady, its her claim that she was raped by three local men. Let it be rape or illicit relationship, if Shariah law imposes punishment to that lady, what about those three men who enjoyed sex with her illegally ? Is this allowed in Islam ? Is this legal as per Shariah ? Why no action has been taken on those 3 guys ?

Again, another important point to be noted, prostitution is practiced in most of all the prominent districts in Dubai and other emirates. Alcohol is available - everywhere. I personally know once Sharjah police raided a brothel and arrested three ladies and one pimp. Before these ladies were taken to the Police Station, they were handed over to the top level officer, who prepares initial statement, and he fucked a philippino lady in her "ass". She co-operated with him, assuming that he will leave all of them free. But after that they were taken to the police station and prepared statement and all of them sentenced to 3 years in prison followed by deportation!!! Law makers themselves fucking around... why you all are after poor ladies....?

If the police have evidence that 3 individuals had sex with this woman its obvious that she was raped. Come on a businesswoman what would she need to be a prostitute for and these natives they think Moroccans are expensive prostitutes so they assume that she is wants sex. Do the authorities seriously think that she was trying to have sex with all three? Ok if it was one person then it might be possible, but three its obvious that they just rapped her. Savage people!

I was in Dubai 3 times, the truth is, I am not impressed! These people are ignorant camel Jockeys with $$$$$$. They even look down on other Arabs from Syria, Jordan and even Palestineans. They exploit Russian, Ukrainian and Chinese girls and lead them to prostitution. They have a shiek who has a PhD and authors books and I am sure he did not pass the 3rd grade. I am an Arab American and I say that the Arabs should shut the fuck and may be try and learn something from the cousins the Israelis or the Jews. Israel is the only democracy in that part of the world!

Dubai is the wprl's center for all the hookers, pipms , prostitues and drugy people. now that has been said ..it's really funny to me the fact that this french woman was arrested andacuased of having illegal sex while the whole concept of their city is bulit on prostitution and drugs. I've lived there for 10 years i have seen with my own eyes street fullof walking hookers in such "in your face" attitude, i have seen the arab men and boys dying to get a peice of a russian or asian hooker it's just becoming a normal thing for local emarati men to actually marry a russian prostitue meanwhile he would never mary a local girl who dates or ecen talking to other men only by phone....bottom lie Dubai is the lowest of the lowest and I would not wish any one to raise hischildren in such clear filth !

Dubai is surely one of the most civilized nation in the middle east but you can't change a millennium of mentality in 15 years of economic boom or politic reform.
Dubai will change rapidly when they realize that oil revenue and tourism are becoming scarce. Already they don't make as much money with oil.

Dubai will have to survive like Hongkong or Macao.To get a windfall of tourist and a new economic boom, all they have to do is to make foreigners feel free just like if they were home.


Not arrest him to put them in jail for a 10 second French kiss.Dubai should decide if they want to attract tourism from the Muslim world only or to the broader world.
